You can remove the windows\installer folder if you want but it could cause you a lot of problems later on which is why I'd personally leave it, wouldn't touch the winsxs folder at all to be honest. It's there for a purpose, including the backup of it.
If it's space you're after why not check the disk with spacesniffer to see if you can find something better to remove? Assuming you've already looked at ccleaner, disabled hibernation etc?
