I wasn't particularly bothered about being slowed down, but very annoyed that he saw fit to litter the road and country side with his rubbish, when he could have easily kept the rubbish in his car and disposed of it at his destination.
I got my Girlfriend to make a note of his registration, do you think it would be possible to get him done for littering or fly tipping?
