Can I record phone calls?

You are perfectly entitled to record any personal call, with or without telling the person on the other end. The issue comes should you wish to do anything with it other than reference it personally or provide a transcription of it.

+1 here. I recorded every phone call whilst pursuing a major complaint against my health board who prior to my doing so where not against denying something they had said in a call.
when I informed them that I was recording and I was certainly not obliged to do so, they informed me that I was breaking the law, when that did not work they threatening to take me to court over it. When I still refused to back down they ceased telling porkie pies over the phone.
