Ok so I have a Motorola Xoom 32gb Wifi and I am having problems with the HDMI on it, sometimes it just will not detect that its connected and it takes several attempts to get going. But this is an intermittent issue and I know that it will most likely work when I go in to store later today.

So I'm also pretty peeved that the promised update to get the SD slot working has so far failed to materialise, can I return the tablet based on this alone, claiming ignorance, the PC World site says it has the slot and doesn't mention it not working yet?

Just go in there, say the HDMI and the SD slot don't work and you want a refund. They won't even go to the bother of checking it they will just refund you straight away.

Depends how old it is. They normally give you 21 or 28 days (not sure which at the moment) to return stuff for a refund, then try and refer you to whatever warranty repair route applies after that. You might be able to talk them into a refund regardless, especially if it simply does not have the features it was advertised as having but it probably will depend on how well you argue your case.
