Can networks charge for unlock codes?

Basically my sister has an out-of-contract V3 which her hubby wants to use on another network but the network that originally supplied it is trying to charge her £15 for the code, presumably calling it an admin charge.

Are they allowed to do this? If not, then does anyone have any solid references to this that she can quote at them to get the code for free?

Alternatively, anyone know the easiest way of unlocking a V3? Are there code generators online or will she have to pay someone. Out of contract remember so totally above board.
 
Yes as far as im aware they can make a charge for it if they so wish.

Dont know about online unlock codes but it may be cheaper taking it to a phone shop on the high st and getting them to unlock it for you??.
 
Yep, the network can freely charge for the service, there is no requirement to give an unlock code free of charge.

I'll have to add "If you ignore the fact the software is warez", and so state no linking or anything of that nature.
