Can one get mains powered PWM fan controllers?

This isn't actually for a PC, rather it's for the quarter rack I keep my network gear and NAS in. I've currently got some pre-made kit of 2x 120mm fans connected to a mains plug and they work okay, but I'd like to be able to replace them with a 200mm fan whose speed I can control. Since this isn't in a PC case I don't have the usual 4 pin PWM connectors available, but is there anything out there that can present that from a mains power supply? Or is there a better way to do this? All the searching I've done turns up stuff that isn't mains powered.
 
I don't know of any and I've looked before. I just used a small mains powered 12v power supply similar to laptop/notebook power supply. Easily found on web from a couple amp to 7.5 amp for for up to a little over a tenner.
 
Probably easiest, and cheapest to go from a standard USB adapter, then add something like this.


Or if you want to spend a little more for the whole jobbie...
