Can Recieve but not send emails and IE working offline...?

Hi,
I have just had someone phone me up and tell me that they can recieve but not send any emails and that IE only says that it's working offline for them? They said that they have been able to get on MSN messenger for about 5 seconds once but it disconected them straight away?

They are in a hostel for university in London and they are connecting using the wireless network but I am a little confused as to why this wouldn't work if they can recieve emails?

Any help would be excellent.

Emails must be sent via the network that they were setup for.

I.E. If they have a BT email account then the PC must be connected to the BT network. Most ISP don't alow the sending of emails to via outside accounts(relaying).

Not exactly, you have to be sending the e-mail through the SMTP server of your ISP, rather than the SMTP server of the e-mail account provider.

Most ISPs' SMTP servers will let you send e-mail from any old account as long as you are connected to their service.

Depends on the email provider. A lot of them will let you send through them as well (with authentication)
 
That makes sense, but it doesn't get around the problem with Internet Explorer. I can't understand why it's working offline and won't connect? They say the network says it's fully connected and working but she can't access the internet?

How could this problem be fixed? Everyone else at this hostel seems to be having no problems connecting and using the internet.
 
Yeh it has 'Never Dial a connection' set right and also has no option saying Work Offline in the file menu? These were the first two things I checked but I'm not sure what else to suggest. I have also told her to check the box that says 'detect LAN settings automatically'. I'm not sure if they would be running a proxy that would be stopping it from working? I don't really see why in that sort of institute.
 
I thought it just gave u the option to work offline and when u ticked the box it was working offline otherwise it is working online.
