Can this be flashed to enable 16 piplines ??

That's not really enough information - it looks like an X800GTO/GTO16/GTO2 from the clock speeds

If it's the X800GTO2 then yes and if it's the X800GTO16 it should already have 16 pipes enabled. If it's the X800GTO then probably not. Connect 3D cards have had some success though
 
Ive heard the normal X800GTO's can't, but the GTO2's can.

Theres no harm in trying though, just make sure you backup your old bios first.
