I had exactly the same case about a year ago (I've been in car wash and detailing business for 12 years).
Even wet-sanding didn't help. I guess you need to repaint these areas to get it done properly.

I've taken it to a few body shops and it turns out that one of the previous owners has had both arches cut out and new ones welded back in but the paint work was not done to a good standard hence the cracking beneath the lacquer. Quoted around £1500 to fix it

On the plus side.....you shouldn't need to worry about the arches?

The filler is cracking around the arches so it wasn't a good job at all but I guess on the plus side it's been done and there's no more cutting or welding required.
