Can Windows be external?

Just out of curiousity rather than a desire to actually do it, I have wondered whether it would be possible to have the operating system of a PC installed on a connected external HDD, or even a USB pendrive.

Thanks gents, interesting reading. I never got to grips with Linux when I tried a couple of years ago, but I'll look into that PE.
