Can you get sent FPNs in the post for using a mobile?

Stupid of me I know.
I needed to check my phone, so I pulled down a residential side road.
I looked at my phone for a few seconds, before I put it away, and I saw a police car pass just as I did this. Now they didn't pull me over....so am I in the clear, or can I expect an FPN in the post for using a phone? I know it was stupid, I should have just pulled up in a space down said road and come to a stop.

Also, if it helps, it was a regular, run of the mill patrol car, don't believe it had ANPR, so unless they noted my plate I guess they don't have it.
 
If they spotted you chances they'd have stopped as a good chance they'll find some other stuff to pull you up on as well plus negates any issues identifying who was committing the offence.

I think the only ones where you'll get a ticket in the post is from those camera equipped smart cars that sit in busy places (the ones where they are parked up and extend the camera up on a small mast filming the traffic), seeing as yours was a normal plod car I'd say it would be rather unlikely you'll get anything.

I got a letter once after driving back from Portsmouth to say I’d been spotted using my phone, and that this time is just a warning but next time will be 6 points.

No idea what spotted me, I seem to remember the letter saying it was on the M3, but yeah…
 
Shame you went in a Tesla as you could then use the giant tablet with impunity!

Out of curiosity, can you get Twitter etc on the Tesla screen?

No it hasn't and might not even make the Crime and Policing Bill going through parliament. They are unlikely to send you any paperwork as they know it'll be wasted effort at court, unless they go for a due care and attention or not in proper control prosecution.
