Can you port Three contract to Three contract?

Very much doubt it - to be sure you are better porting to a PAYG SIM and then back!

Is it the cachback offer from Quidco for Three? It says in the T&C's for that offer it only applys to new customers.

I just got that offer myself getting a new Three contract so i read all that stuff pretty closely, sorry to say.
