Aye, there shouldn't be any reason why you can't run her software on a 64 bit machine (might need to tweak a couple of settings, but nothing dramatic).
As above but if she is hell bent on having a 32bit operating system then you could just buy a laptop (which will come with a 64bit install), download a 32bit .iso then format and install with the license key supplied.
The OP did not state the programs were 32 bit he stated they would only work on a 32 bit machine so they could be 16 bit dos programs.
You could buy a machine with Windows 7 Pro and run the programs in XP mode (virtual XP machine).
Maybe she has more computer knowledge than 99% of the population and realises that XP, NT and 2000 were far superior to the rubbish Microsoft has been churning out over the last 13 years
