Something wrong with these cars (or drivers) if you can go from 4s a lap faster on intermediates to the track being undrivable on full wet tyres in about 3 minutes.

If Vettel wins or finishes 2nd and Webber/Button finish low down so that the three drivers after Vettel in standings score little or no points then yes title is effectively over if we assume RB's/Vettel's pole/race winning form carries on.

I think taking the grass route would make his tyres quite slippery. If that's possible considering the weather.

I'm sure FIA can see telemetry of Vettel cutting the chicane there and see how much faster/slower he went over grass compared to taking corner normally and decide if he did it deliberately.

But as you say the stewards/FIA only penalise someone who gains or, by not losing a place, a place by going off track.
