the ers system uses energy recovery as a huge portion of rear brakes. Their power is gone because that ers system is gone meaning the rear brakes is entirely the disc rather than say 50% disc 50% energy recovery. SO the brakes have basically worn down very quickly and likely over heated. Very little chance of Rosberg getting anything now, less power, rubbish brakes.

Failed or massively reduced power, I think no rear brakes and he'd have spun badly, so likely just dangerously reduced braking power.
