Cannot get no overclock on current HD4850

You're probably getting some "flexing" occuring somewhere of either the card or cooler which no matter how hard or secure those ties are, will always pull the cooler way from the gpu. You NEED to have good four point fixings around the gpu to ensure hard/secure contact. Thats why there four screwholes surrounding the gpu. My advice is get that cooler off asap and secure it properly first, then worry about the temps later (though that'll cure the high temps probably).

there does seem to be some kind of flex in the GPU chip,even with the cooler securely on.i cannot get the cooler screws any tighter.
on the old cooler,there is 9/10 screws but this new cooler only has 4.

it should be only finger tight, not over tight as it can damage the card.

on mine i've turned each screw the same number of times until its finger tight or till it stops turning, and its totally solid

Ok,took the cooler off today,and to my stupidity,i had forgotten to remove the plastic sheet that is on the neo chip,so the thermal paste was applied to the plastic.
I know im a Noob.
now idle temps are 36 and load temps are 42 @ 700/1130
 
when i first fitted the vortexx i too had higher temps than expected, i took the card back out, took the cooler off and reapplied some extra AS5, then made sure all the screws where tight when i refitted the cooler

it seemed to do the trick, at 700/1150 it idles at 43 and full load 56 :)

my friend gets those temps with stock cooler at 45%
