cannot get translucent window pane effect

as the title says, no matter how many times i apply this effect, turn it off then on, etc, it just doesnt go on. chrome now looks horrible :(

anyone got any ideas?

the old turn off and turn on has fixed this. however, since i get this problem a lot if anyone can think of a way to fix it i'm all ears

are you loading up any older applications that are running in compatibility mode? this will change the color scheme to 'basic' which might explain your issue..
 
It could also be a graphics driver issue so update your drivers. Theres also old software that breaks Aero too, so i'd update any ancient software you have running, or just disable software thats running one by one to try and find the thing doing it.
 
Just throwing another idea in here - Windows might be wanting you to re-run the experience index rating if anything like this happens again...
