Can't click anything on start menu?

Noticed this problem last night when I tried to shut down. Can click start menu fine, but can not click anything in the start menu, no shortcuts..nothing.

Last night I ended the explorer process then started a new one, which fixed it to which I thought it might be a one off, but then when I've switched the PC on again tonight it's doing it again.

Any ideas?

Which version of Windows?
Any recent software installs? Windows updates?

Sorry should have said, Windows 7 64 bit.

Could try running the system file checker. Open an Admin command prompt and type sfc /scannow and hit enter.
