Can't delete a file... windows thinks program still open?

Hi there, hope someone knows why this is:

The file is an image file, extention .uif

I've been through task-manager to try and kill off various processes, lots in fact, but none of them being quit has meant that I can delete the file, It always says some program is using the file.

Ideas please?

Try safe mode.

or

Open a command prompt, then end task explorer.exe then delete it via dos command in the command prompt window.
