Can't figure out what's wrong

I have a i5 2500k/Asus P8P67 board. For some reason my computer randomly doesn't work, for example I turn it on, everything seems to work but no video comes through to the monitor, then after restarting it a few times it randomly starts to work.

Another problem is that sometimes my motherboard loads some default settings with stupid voltages such as vcore - 2.6, ddr - 1.7, and the CPU only goes from 1.60ghz to 3.4ghz?

Any idea what's happening?
 
the first issue is a cold boot issue, it is somthing with the bios, the cpu frequency is about right unless you have OCed the cpu. that vcore doesnt seemm right
 
I manually OC the CPU in the BIOS. All I do is change the multiplier to 40, ram to 1600mhz, max core voltage to 1.3 and pll voltage to 1.6.

But every now and then the bios seems to reset everything. The BLK goes to 1.3, vcore to 2.6, ram to 1.7. And there is no turbo (jumps from 1.6 to 3.4).

I just want to fix this because it's too risky. Is there any way to change my default settings on BIOS so it doesn't change to those high voltages?

Also when I right click my computer and go to properties, windows is saying my processor is i5 2500k @ 3.3ghz 5.8Ghz?
