Can't format 2nd HDD in Windows 7

I recently rebuilt my PC and used an SSD for the OS and kept a 500HDD. In disk management, I can see the 2nd HD and it says "RAW" rather than NTFS. I try to format the drive and get a message saying Windows Was Unable to Format the Drive - with no explanation as to why?

Any ideas?

can you not delete volume and try that way .
