Can't format my comp with Vista

I bought Vista 64 Home Premium OEM from OcUK last year and it installed easy. I wanted now to format my PC and do a fresh install. I set my computer to boot from CD rom. I get past the set up and progress bars and then I get no options to do anything. All I get is a blue wallpaper and mouse pointer appear but that's it. So I can't format my PC or anything.

My Discs says it Includes Windows Anytime Upgrade. If that helps in anyway.
 
How long have you waited?

For some reason the install tends to take 5-10 minutes to start... often catches people out!
