Can't format xp partition from within vista

I have vista and xp installed on the same HDD. Since my OEM copy of XP has expired I wish to format this partition; however, from within vista I can't seem to format this partition. Can anyone help?

In vista I am going to

Computer
Right clicking on the D: drive and selecting format

The error message is:

"Windows was unable to complete the format"

I believe it is because xp is on the primary partition and vista on a secondary partition. I have no idea how to change this without remove all partitions and fully formatting the entire HDD. This would be a really pain.
