Cant get new drive to work

I dont know whats going wrong here, ive never had a problem using a new drive before.

Its a Seagate 2TB for my htpc, that i was going to copy some data to on my main pc.

Its showing in bios, wont show in disk manager.
Ive tried 3 sata ports, 3 cables (all work with other drives).
Rebooting, waiting, tried Seagate software, Magician, they dont see it, nor can Seagate add new disk for it.

What gives ? Everything on google seems to be, scroll down in disk manager, right click, blah blah. Its just not there!

It MAY have been set as a storage space, Go into control panel - system and security - storage spaces if it's set up in there as one delete it and it should appear as normal in disk management.

It hasnt im afraid.

Ive since tried CMD > diskpart

I dont have another pc to try the drive in. Im thinking its doa.

No, it wasnt.

Ordered another drive, came straight up in disk management.

Other is being RMA
