Can't get past windows loading screen

Ok here is my latest problem. When I boot my pc, it gets to the windows loading screen and the computer just resarts. I have tried to reformat, but when I change the boot device to cd rom it seems to ignore it. Any ideas?

What mobo do you have? Theres usually a F key you can press during post to take you to the Boot selection menu where you should be able to select your DVD to boot from.

Works for me when i have problems like this.

Just finished installing Windows...Changing my mobo and processor from Intel to AMD really screwed up the comp...All is ok now though
