Can't play HL2 in offline mode?

I don't have an internet connection at my new flat yet so I have to use Steam in offline mode. When firing up HL2, it just says "this operation cannot be completed in offline mode". But episodes 1 and 2 and portal load up just fine. Why is HL2 an exception?

Does it need to be started in online mode the first time you play it?

I have had it playing in online mode before. And yes, it was on my current windows installation.

I had this when my net connection went down a couple of years back, Steam just refused to let me play about half the games on my list.
