Twice I've had this happen to me on Windows 7 installs, both times it was due to the Floppy Drive (A: ) option enabled in the bios - but ofc no floppy drive on the machine, so windows seemed to just sit and wait for an answer from it.
Disabled A: in bios - worked fine.
Maybe not your issue, but i'll throw that one in for everyones future reference
