I'd use exploitation if it's charging people for something where there are no alternatives, profiteering if they're charging high prices knowing that there were few options.

There may also be an element of a captive market in what you're describing e.g. an out of town cinema with nothing around it charging extortionate prices for popcorn. Actually extortion may also cover some elements of what you're aiming at.
