I'm going to build my brother a gaming pc this Xmas and I was wondering if theres any card for around £50-£70 that will max games like GTA4 & FIFA09. Prefebly something with 1gb VRAM.

Uhh, you won't max GTA4 at any normal resolution for £50 - £70.
Look at the ATI 4670 or Nvidia 8800GT in that price range.

if your brother plays at 19" (1440x900) then 50- 70 should get good settings, if you're lucky you could get a second hand 4850 for a little more, which would match all those games.
