Car Wipers not working (get tangled)

I posted a thread about this and thought that the problem was sorted but it isn't :(

I turned my wipers on when there was heavy snow the other week (stupid me) and ever since, the wipers aren't working. I've had a look and the bolts that hold the wiper arms on are loose so the wipers don't work. I'm not sure if the motor part is bent but can't check as I have no idea how to remove the cover that sits on top of them (hope this makes sense).

I was wondering if anyone would have a clue as to how much this will cost to fix it?
 
Will probably just need the arms unbolting, repositioning and tightening as they have moved on the splines due to the load.

Simple home fix.

That will be it I suspect.

Normally there is just a little plastic cover hiding the bolt, pop it off and do as above.
 
Yes, park the wipers, then undo the nut that secures it to the drive spindle, rock the wiper arm to break the taper and reposition, tighten nut. Test wipers, go to pub. Easy.
