why is it that graphics card manufacturers put the nice designs and fan surrounds on but underneath the graphics card so you can never see them,

I have an ATI 4870 which looks great from underneath but once in the case the top isnt very attractive, I know on some cards such as the Nvidia's they come with a card cover that wraps around and covers the top of the card, is it possible to get something similar for the ATI's?
 
not many people have cases with windows therfor they don't get to see the card in action, so does not really affect them.
 
is there anything i can get that would cover it?

im fitting a new heatsink this week and thought it clean it all up a bit, but the top of the graphics card has always been a bit of a letdown :)
