Carpet fitting

Is it typical for a carpet fitter to charge twice, once for fitting the carpet (£3.50 per sq m) and again for fitting the underlay (approx £1 per sq m). I am having around 70sqm of carpet fitted upstairs which I will be supplying the carpet and underlay, door bars and grippers.

I'm trying to figure out of the quote I have received is compensating for the fact that the guy is loosing out on his margin by not supplying the carpet himself.
 
I work for a flooring company and we only ever pay fitters a square meter price for carpet doesn't matter if it's for felt back carpet (no underlay) or underlay included it's the same rate.

Na I would avoid this, it only takes them a couple of extra minutes to bang them in and I highly doubt they would charge you for them of even discount you if you did them yourself.

They get paid per job so always want to be in and out quick as possible.
 
Thanks everyone, the fitter has come down quite a bit so paying around £3 per sq m for everything. Carpet goes down on Friday.
