My 1999 CBR600F4 will get around 45mpg with a mixture of booting it and town... once they went injection it all went pete tong... I'd say anywhere from 35-38 is reasonable... Although it shoudl get a lot more.

My 2000 CBR600 FY gets around 38-45mpg depending on the ride. Had it down to 31 mpg before.

He should get 150 miles out of a tank, maybe more. It makes most power at 8k rpm then goes nuts at 10k rpm but keep it at 7k rpm and it is happy, enough power to pull away and a sweet spot for 60mph+ commutes.

I used to have a FS-1 and it would do about 38ish to the gallon. When I rode home (130miles) mostly 70mph roads and didnt rag it, it would be on the last bar before reserve. So you can get more then 38mpg out of it. But not much more...
As above, keep it below 7000rpm (around 78mph) or it will drink fuel.

It seems the MCN review is accurate then. I'm suprised that the MPG is so poor when a 2002 R6 shows 43 mpg according to the MCN review.

As the bike will be used for commuting as well mpg is a consideration.
