it is though. That's why the practical is 2hrs +. I you go to a good school they'll pass near enough everyone. Because if your not good enough you'll still be out riding around the roads for 4 or 5 hours. Until you are good enough.

Those schools which fail so many, either have idiots learning or want some more money from retakes. Unless it's changed considerably in the last 8 years.

Or idiots teaching, no matter how easy something is unless it's taught properly it can and will cause issues.

Very few schools make money from retests- the place I went to loses money on them, £20 for the day including bike hire. So if anything that's going to make a bad school pass people they shouldn't, not fail them.

No offence guys, but the numbers just don't bear what you're saying out at all... Plenty of articles and investigations have focused on dishonest schools passing unsafe riders too. Pass standards vary massively, some are just lenient, some are pretty tough, but some are blatantly dishonest.
