Go read around hydrogenaudio.org for lots of info about this sort of thing.
It's no good asking for opinions on what bit-rate is near CD quality, differences one person can hear another can't. Do some ABXing of various bitrates and see what is best for you.
Personally I use LAME 3.97 with the -V 2 switch and except for a very select (maybe 3/4 out of 1000's) I can't tell the difference between them and the CD. I still keep everything ripped as lossless though
