Are you going to be running Linux of some form? Do you need a monitor? If you do then I'd probably suggest pre-built as your best option, the margins are very tight at this end of the market for them. You might even be able to find a basic laptop for the budget.

It could go a little cheaper, but I don't think you'll get it under 250. As above, check out some OEM options.
