Are you going to be running Linux of some form? Do you need a monitor? If you do then I'd probably suggest pre-built as your best option, the margins are very tight at this end of the market for them. You might even be able to find a basic laptop for the budget.

Bit of a cheat in that it ignores the existing case but it does lower the overall price. 2gb Ram and a DVDRW would also be better but for a basic machine it probably doesn't matter too much.
