Cheapest way to cool Vega using aftermarket cooling?

To make the decision easier is your screen Freesync or Gsync by chance that could sway your decision maybe? The benefits of pairing your card to match is good
 
It's not really worth adding aftermarket cooling to a ref Vega64 IMO. You're better off waiting for the AIBs or getting a decent 1080 for similar money.

I was in the same situation as you - 1440p 144Hz Freesync screen so purchased a Vega64. The reference cooler isn't actually that bad. I quite like the fact it expels the heated air out of the case. Oculus performance, for me, has thus far been great. I only have the freebie games, though.
