Cheapest Way to MacOS Sierra +

I'd like to run a piece of software called Vellum, which is Mac-only and which requires Sierra or a more recent version of the OS.

What's the cheapest way to get the required hardware or the lowest minimum spec to look out for? I looked at some refurb Mac Minis on ITZOO at about £45, but I think they might top out at El Capitan. I'm too bought in to Windows/PC, so won't be making the switch entirely, but I assume something like a Mac Mini will plug into a standard PC monitor?

This is a luxury, nice-to-have purchase, since I have access to the software through a family member, so I won't be forking out £500 for something new-ish and I probably don't want to be getting something so old I need to fit new RAM in order for it to work properly. If I could connect an aftermarket SSD without hassle, that would be a bonus, but I know very little about Mac hardware and have no idea how locked down these things are.
 
It formats e-books, so I imagine it's not at all demanding. The website for the software just mentions the OS version must be Sierra or later, and doesn't say anything about the hardware requirements.
 
You could probably pick up a cheap-ish MacBook from 2010 that will support it.

Is 2010 the general cut off for when hardware supported Sierra? My appetite for the expense probably isn't more than £150, since the software is another $250 on top. It was just an idea and if it doesn't work out, I'll keep using my existing source for the software since I only need it once a month.
 
Ok thanks - on that basis it looks like the hardware will cost more than I am willing to pay.

As it happens, I was actually open to the idea of buying a new Mac Mini a month or two ago and moving from Windows. Then I saw the price Apple charge to upgrade their flash storage and realised that there was absolutely no way I was going to accept such a level of outright corporate greed. In the end, I got a whole new PC with 9900k+2080ti+16gb+2Tb SSD+OS for the price of a Mac Mini i3 (an i3 for god's sake!) with 16gb and 2Tb storage. It's madness what they charge.
