Just throwing around some ideas, came up with this spec

Slightly under the budget but comparable or better performance should be achievable given the aftermarket cooling. :)

As far as I'm concerned with the graphics it is either or but the Vista drivers are stronger for Nvidia I believe.

The E2160 tends to be an amazing chip for overclocking with speeds of well over 3ghz not uncommon so by saving money in that area you can spend it elsewhere, however it does have 1mb L2 cache compared to 4mb of the E6750 (doesn't make much of a difference normally).
