OP, are you actually comparing a passenger not wearing a seatbelt, to a driver using a phone while driving? If so then: fail.

I'm comparing peoples ideas and interpretations of the law and apparently how celebrity status makes them exempt from them,

Why people would be so quick to lay into JC, over what is fuzzy and unclear proof at the best of times when this pop star celebrity is so blatant in breaking the law, and this is aside from brining into the fact she would be seen as a role model to so many children in this country too.

The photos that were in the article about it seemed to suggest they were sitting in traffic as there wasn't any motion blur.

Hmm then it's not like he was parked at the side of the road... but better then doing 50 or 60 I guess. He could have still easily gone into the back of someone while not concentrating in stop-start traffic... but would only be bumps and dents at least rather than bodies flying everywhere... which i suppose Cheryl would do without a seatbelt if her car hit something at 60.

I was under the impression he was doing speed... if not then while he's not excused, it's still not the end of the world. Suppose he could have been going at speed then slowed down into traffic while on the phone then he got snapped... though there's no proof for that.

Because realistically, driving while on the phone is a lot more high profile and demonised than a passenger not wearing a seat-belt. People aren't going to make a huge fuss about it.

I'm not going to start flogging a dead horse here, but I think you are missing the point, people are making a fuss about it! And when people like this bint are so blatantly flouting the law it does no end of damage to any real campaign like this:
