The way I see it on face value:

RBR - masters of wet and seems most flexible car setup
Brawn - masters of dry

when on same fuel loads. Id always consider the dry setup more important since you drive more dry laps than wet in a season, but when you have a wet race and comprimised you really get punished - as we are seeing with Brawn...

What was that about, rapid camera pan around during Webbers pit stop to focus on a random guy standing in the garage - was it his dad?
