Chrome flash issue

You Tube videos 1080p@ 60fps cause stutter.

720p@ 60 fps is fine also...

Normal You tube videos at 1080p are fine any ideas?

YouTube should default to the HTML5 player when played with Chrome.

Have you checked the HTML5 player is the default? https://www.youtube.com/html5?gl=GB

Does IE work fine? Oddly enough IE (on Win 8+) is the only other browser that supports YouTube 60FPS...

I had this start happening about a month ago on Opera - running on Chromium. IIRC it's to do with hardware acceleration. I.E. worked fine so I'd suggest using that.
