It's not, Anandtech have benchmarks. No in-app browser can be faster than Safari on iOS as Apple restricts access to its fast JavaScript engine to just Safari.
Once again with this and the GDrive app Google release disappointing apps for iOS. For those of you hoping for Google Maps to continue as an Aapp after iOS 6 I think this sends a clear signal Google isn't committed to iOS properly at all. Just look how long proper push notifications for the Gmail app have taken.
