Ryzen 3600 topped out at around 67c with the wraith prism, the same cooler on my new 5800X @stock settings is 81c.

Interesting that your stock cooler is colder than my NHU12S. My stock cooler whilst gaming was about 10c hotter than the Noctua. Maybe my ambient temp is higher ?

Cyberpunk 2077 on stock - 73c
Cyberpunk 2077 on Noctua - 58c

I have the silverstone RL06 so it might just be down to the case having good airflow as its one of the best cases for CPU thermals according to gamers nexus.

Used R23 5 minute run for this.

240mm custom loop with 2x Noctua 3000RPM fans @ 50%.

3900x custom OC (4.2GHz all core @ 1.2v) - 65c
3900x custom OC (4.3GHz all core @ 1.25v) - 69c
3900x PBO (4.75GHz single core/ 4.1GHz all core @ 1.45v) - 74c

This is in a Raijintek Ophion Evo, so not exactly a heat friendly case, but does the job well.

Indeed ambient has direct effect to CPU temperature... When cooling stays the same.
But change fan speed with same cooler and already that messes comparison.

In case of different coolers, shape of its base can cause differences.
Lots of coolers have intel optimized convex base made to fit into "hole" in Intel heatspreaders.
With AMD's convex heatspreaders that decreases area of good contact, while covering chiplets needs touching heatspreader at quite wide area:

So for best cooling with modern Ryzens checking shape of heatsink's base/if it rocks on top of CPU and possibly grinding base flat isn't overkill.

After replacing my mobo and repasting etc i'm getting about 70c on multi core cinebench r23 after 5 passes, is that alright ?

This is where I got some excess paste, and was unable to remove it...
