Clock dropping in Windows

I have my 2500k set to 42x, but when it's in Windows idling it drops to 16x. I have speed step, spread spectrum etc all off and I have the windows power options at High Performance (CPU at 100%-100% in advanced).

What else can I try?

Why don't you want it idling at 1600MHz?

It saves you money and the processor will clock back up in a tiny fraction of a second when needed.

my 990X is at 5GHz but spends most of its time at 2-3GHz unless its benching or encoding video.

Speedstep used to play holy hell with overclocks back in the pentium/ early core 2 days but its much improved and doesn't hamper my OCing antics :D
