If you clone a 120GB windows partition onto a 250GB ssd, will the new partition be 120GB?

You should be able to use the full disc space, I used Macrium reflect and I had to use a partition manager to increase the size.

I just did this on Sunday, went from a 250gb ssd to a 500gb.
most come with the software to do it these days, my Samsung did, 16mins and it was cloned and in the PC.
It automatically resized on to the new drive

To speed things up a tad, I'd run CCleaner first, maybe install Treesize Free to see where any large files/folders are kept that can possibly be removed.
