Cold boot issue 2500k

For some reason, no matter what vcore I run through it (curently 1.36V, way more than it needs to be prime stable @4.7GHz), when I turn on my rig it'll power on, shut down, then restart as normal. Almost as though it wasn't stable enough to even post. However, when I'm in windows, even at much lower Vcore, it's prime stable for hours, LinX stable, etc. Why am I getting this cold boot issue? Restarting after it's warm is fine, just cold boots.

Any ideas as to why it's happening? MSI P67A-C45 btw

I get the same, would be interesting to know the official answer; I think I read somewhere that it was a saftey feature, but can't find a source.

Hopefully someone with a bit more knowledge will be able to shed some light.
