cold bug?

Not sure what caused this so after some advice.

Came home tonight and fired the PC up it's been running my clock now for 6 months or so, anyway PC fired up for to windows I ran a couple of programs up then all the lights went off on my keyboard and mouse and the PC froze, thinking that it was odd however not unusual I power rebooted it, PC then went into a constant power reboot never getting to post powering off etc etc, the only way to fix it was to pull the plug, when powered back up it got to a post screen with a message about over clock failed it then froze again in the uefi bios. Final reboot it got into the bios I reset the overclock and its been fine since.

The only thing I noticed was that once I'd finally for into the bios the CPU temp was only 20c even under water I've never seen it that low before especially after one full boot and repeated failed boots. Is this a cold boot issue? Or is it a sign something else is failing?
