Guys... you should know this stuff already but:

It's in window mode, not fullscreen - so the cards are not running at there 3D clocks, and crossfire will not work.
Overclocking will have no effect either as that effects 3D clocks, unless you specifically OC the 2D clocks.

my clocks run OCd when the bench mark is running

ATI cards since the 4800 and maybe even the 3800 series switch clocks based on GPU usage and not whether the application is fullscreen or windowed.

They run at 3d clocks, just not CF

You can get it into full screen by hitting ALT-Enter just as it launches, maybe that will use multigpu then?
