Computer doesn't turn off, just reboots itself.

So I've had my upgraded build for a couple months now and I ran into this problem a couple weeks back and haven't been able to figure it out myself and was wondering if anyone knew what was up.

So the problem is this, when I try to power down my rig (Windows button, Power, Shut down) my rig will power down and after about 1-2 seconds of being powered down it'll power itself back up to the Windows log-in screen.

Everything runs fine on the PC, gaming, browsing, editing videos, etc. I've took it apart today and rebuilt it and the issue is still there.

I can power off the PC by holding the Power button on my case, but it won't turn back on unless I flick the power switch off and on via the PSU (I do have to wait for the LEDs to turn off for this to work) and that got me thinking it might be the MOBO?

Here's my spec's;

Ryzen 1700x
Asus Prime x370-PRO
Dark Rock Pro 3 cooler
16GB DDR4 corsair vengeance (8x2)
GTX 980
Super Flower Gold 550W
Windows 10 Home

I had this exact issue on an ASUS CH6.

Tried software fixes, reinstalled windows, tried other bios, rebuilt the computer from scratch, no good.

Tearing my hair out at 3am in the morning, I replaced the CMOS battery and hey presto, issue gone.

I do not know if this will work for you, but definitely worth a shot. A two quid battery, it could solve it.

ASUS cheaping out again.
 
There is a known issue with fast boot that can do the same thing

Control panel, power options
look for "What does the power button do" from memory

In there there is an advanced section for fast boot and sleep mode etc.
Untick Fast boot.

Not sure it is your issue but worth a try.

Anyway hope that works for you.

Read that :D did not work for me. The coincidence of symptoms between the OP and my experience above leads me to suspect the CMOS battery, but good shout, it may help with his problem.
 
It's kind of crude but you might want to go through your input devices and network in device manager and try disabling any wake settings. I've had issues like this before in some more obscure laptops and it was some USB device (touchscreen if I remember correctly) waking the machine even from a proper shutdown.
